The whole path in red is getting really GPU intensive. I drop from 58 to 22 FPS. i7 7700k 4.6Ghz and RTX 3080 stock. As soon as I arrive in Notus, I am in the 70-90 FPS range.

Not discounting what the guys are reporting but my own run throug hArcadia was smooth. So it might be individual system related for other folks. My RAM and GPU usage we low through Arcadia,
(just reporting this in case it would help rule out some options)

This has happened for me to and been very consistent for a long time. It's not my hardware either. 128GB of DDR4, an RTX 3070 and a 3900x cpu.
