Hello Acadian. Thank you for your report. We have confirmed the issue in patch 1.3.13. 
The problem with displaying the required resources for all assets occurs if there are more than five.
We are working on a solution to this problem.

ERROR FOUND:
I've went to the merchant and traded some material for IRON only. Went back and tried again and I was able to install them!!! 
VERDICT:
The Catapult is taking 40 Iron 
The Ballista is taking 25 Iron 
So the iron need to be added to those assets.
